A BILL
To amend the Agriculture
and Food Act of 1981 to require the Secretary of Agriculture to conduct
a pilot program under which the Secretary shall make grants to local units
of government or local nonprofit organizations in the State of Arkansas
to employ non-Federal resource conservation and development coordinators.
Be it enacted by the
Senate and House of Representatives of the United States of America in
Congress assembled,
SECTION 1. PILOT PROGRAM FOR
RESOURCE CONSERVATION AND DEVELOPMENT COORDINATORS.
Subtitle H of title XV of
the Agriculture and Food Act of 1981 (16 U.S.C. 3451 et seq.) is amended--
(1) by redesignating section
1538 (16 U.S.C. 3461) as section 1538a; and
(2) by inserting after section
1537 (16 U.S.C. 3460) the following:
`SEC. 1538. RESOURCE CONSERVATION
AND DEVELOPMENT COORDINATORS.
`(a) IN GENERAL- The Secretary
(acting through the Natural Resources Conservation Service) shall carry
out a pilot program under which the Secretary shall make grants to local
units of government or local nonprofit organizations in the State of Arkansas
to employ, and provide the necessary support for, a non-Federal resource
conservation and development coordinator (referred to in this section as
a `non-Federal coordinator') to assist in carrying out this subtitle in
the State.
`(b) VOLUNTARY PARTICIPATION-
The participation of a local unit of government or local nonprofit organization
in the pilot program shall be voluntary.
`(c) ANNUAL REPORT- A local
unit of government or local nonprofit organization receiving a grant under
this section shall submit to the Secretary an annual report that describes
the activities of the non-Federal coordinator.
`(d) AMOUNT OF GRANT- The
total amount of a grant provided under this section to a local unit of
government or local nonprofit organization for a fiscal year shall be at
least $75,000.
`(e) FUNDING- From funds
made available under section 1538a, the Secretary shall use to carry out
this section, $XXXXX for each of fiscal years 2001 through 2003.'.
