bill; which was read twice and referred to the Committee on Agriculture,
Nutrition, and Forestry
A BILL
To provide additional
funding to combat bioterrorism.
Be it enacted by the
Senate and House of Representatives of the United States of America in
Congress assembled,
SECTION 1. BIOTERRORISM.
Out of any moneys in the
Treasury not otherwise appropriated, the Secretary of the Treasury shall
provide the Secretary of Agriculture the following:
(1) In fiscal year 2002,
$101,212,500 for Department of Agriculture biosecurity initiatives required
under Presidential Directive (PDD-67), to be used to secure resources at
existing facilities of the Agricultural Research Service and Animal and
Plant Health Inspection Service.
(2) In each of fiscal years
2002 through 2011, $177,000,000 for research in support of bioterrorism
response initiatives.
(3) In each of fiscal years
2002 through 2011, $57,000,000 to continue joint research initiatives between
the Agricultural Research Service, universities, and industry on counter-bioterrorism
efforts.
(4) In each of fiscal years
2002 through 2011, $25,000,000 to be used to make competitive grants to
universities and qualified research institutions for research on counter-bioterrorism.
(5) In fiscal year 2002,
for the Plum Island Animal Disease Center, Greenport, New York--
(A) $129,000,000 for renovation,
update, and expansion of the Biosafety Level 3 laboratory and animal research
facilities; and
(B) $105,000,000 for construction
and funding of a Biosafety Level 4 facility.
(6) In fiscal year 2002,
$381,000,000 for the Agricultural Research Service/Animal and Plant Health
Inspection Service facility in Ames, Iowa.
(7) In fiscal year 2002,
$78,500,000 for the planning and design of an Agricultural Research Service
biocontainment laboratory for poultry research in Athens, Georgia.
(8) In fiscal year 2002,
$29,800,000 for the planning, updating, and renovation of the Arthropod-Borne
Animal Disease Laboratory in Laramie, Wyoming.
(9) In each of fiscal years
2002 through 2011, $12,000,000 to undertake collaborative research with
the Oklahoma City Counter-Terrorism Institute, the Department of Justice,
and other law enforcement and emergency preparedness organizations.
(10) In fiscal year 2002,
$10,000,000 for--
(A) the purchase of rapid
detection field test kits to be distributed by the Secretary of Agriculture
to State and local agencies engaged in defending against agroterrorism;
and
(B) the training of appropriate
authorities.
(b) ACCEPTANCE- The Secretary
of Agriculture shall be entitled to receive the funds described in subsection
(a) and shall accept the funds without further appropriation.
