flexibility to the United States Department of Agriculture to help developing
countries and move surplus commodities from the United States.
Be it enacted by the
Senate and House of Representatives of the United States of America in
Congress assembled,
SECTION 1. FOOD FOR PROGRESS
AND SECTION 416.
(a) TRANSPORTATION OF FOOD
AID- Section 1110(f)(3) of the Food Security Act of 1985 (7 U.S.C. 1736o(f)(3))
is amended by striking `$30,000,000' and inserting `$100,000,000'.
(b) MAXIMUM COMMODITIES
TO BE FURNISHED- Section 1110(g) of the Food Security Act of 1985 (7 U.S.C.
1736o(g)) is amended by striking `500,000' and inserting `1,000,000'.
(c) DEVELOPMENT OF PRIVATE
SECTOR AGRICULTURE- Section 1110(l)(1) of the Food Security Act of 1985
(7 U.S.C. 1736o(l)(1)) is amended by striking `$10,000,000' and inserting
`$30,000,000'.
(d) SECTION 416- Section
416(b)(5) of the Agricultural Act of 1949 (7 U.S.C. 1431(b)(5)) is amended
by adding at the end the following:
`(C) The Commodity Credit
Corporation may pay costs incurred in the development of program proposals
and costs associated with the administration, sale, implementation, and
monitoring of programs implemented by private voluntary organizations,
nonprofit agricultural organizations, cooperatives, intergovernmental organizations,
or other private entities.'.
