loan deficiency payments or loans made to producers for loan commodities.

Mr. FEINGOLD introduced the following bill; which was read twice and referred
to the Committee on Agriculture, Nutrition, and Forestry
A BILL
To amend the Agricultural Market Transition Act to prohibit the Secretary
of Agriculture from including any storage charges in the calculation of
loan deficiency payments or loans made to producers for loan commodities.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. STORAGE CHARGES FOR LOAN COMMODITIES.
Subtitle C of the Agricultural Market Transition Act (7 U.S.C. 7231
et seq.) is amended by adding at the end the following:
`SEC. 138. STORAGE CHARGES FOR LOAN COMMODITIES.
`In calculating the amount of a loan deficiency payment or loan made
to a producer for a loan commodity under this subtitle, the Secretary may
not include any storage charges incurred by the producer in connection
with the loan commodity.'.
