A BILL
To amend the Consolidated Farm and Rural Development Act to provide
for the conveyance of real property acquired under such Act to schools
and nonprofit organizations involved in teaching young people to be farmers.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. PREFERENCE FOR CERTAIN SCHOOLS AND NONPROFIT ORGANIZATIONS IN
DISPOSAL OF PROPERTY UNDER CONSOLIDATED FARM AND RURAL DEVELOPMENT ACT.
(a) INCLUSION AMONG PREFERRED PURCHASERS- Subsection (c) of section
335 of the Consolidated Farm and Rural Development Act (7 U.S.C. 1985)
is amended by adding at the end the following new paragraph:
`(7) PREFERRED PURCHASER DEFINED- For purposes of this subsection,
the term `preferred purchaser' means any of the following persons:
`(A) A beginning farmer or rancher.
`(B) A school or nonprofit organization involved in teaching young
people to be farmers.'.
(b) CONFORMING AMENDMENTS- Such subsection is further amended--
(A) by striking the heading of subparagraph (B) and inserting the following:
`PREFERENCE FOR CERTAIN PURCHASERS- '; and
(B) by striking `beginning farmer or rancher' each place it appears
in subparagraphs (B) and (C) and inserting `preferred purchaser';
(2) in paragraph (5)(B)--
(A) by striking the heading of clause (i) and inserting the following:
`PREFERRED PURCHASERS- ';
(B) in clause (i), by striking `the beginning farmer or rancher qualifies
for a credit sale or direct farm ownership loan under subtitle A but';
and
(C) by striking `beginning farmer or rancher' each place it appears
and inserting `preferred purchaser'; and
(A) in subparagraph (A), by striking `beginning farmer or rancher'
and inserting `preferred purchaser';
(B) in subparagraph (C)(i)(I), by striking `beginning farmers and ranchers'
and inserting `each category of preferred purchaser'; and
(C) in subparagraph (C)(ii), by striking `beginning farmers or ranchers'
and inserting `preferred purchasers'.
