Mr. WU introduced the following bill; which was referred to the Committee
on Agriculture
A BILL
To terminate the Federal price support programs for sugar beets
and sugarcane.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. REPEAL OF SUPPORT PROGRAM FOR SUGAR BEETS AND SUGARCANE.
(a) REPEAL- Section 156 of the Agricultural Market Transition Act (title
I of Public Law 104-127; 7 U.S.C. 7272) is repealed.
(b) CONFORMING AMENDMENTS- (1) The Agricultural Act of 1949 is amended--
(A) in section 201(a) (7 U.S.C. 1446(a)), by striking `milk, sugar
beets, and sugarcane' and inserting `and milk';
(B) in section 401(e) (7 U.S.C. 1421(e))--
(i) by striking `(1)' after `(e)'; and
(ii) by striking paragraph (2); and
(C) in section 405 (7 U.S.C. 1425)--
(i) by striking `(a)' before `Except'; and
(ii) by striking subsection (b).
(2) The Agricultural Adjustment Act of 1938 is amended--
(A) by striking part VII of subtitle B of title III (7 U.S.C. 1359aa-1359jj);
and
(B) in section 344(f)(2) (7 U.S.C. 1344(f)(2)), by striking `sugar
cane for sugar, sugar beets for sugar,'.
(3) Section 902 of the Food Security Act of 1985 (7 U.S.C. 1446g note)
is amended by striking subsection (a).
(c) PROHIBITION ON SUBSEQUENT PROVISION OF PRICE SUPPORT-
(1) PROHIBITION- After the effective date specified in subsection (e),
the Secretary of Agriculture may not make price support available, whether
in the form of loans, payments, purchases, or other operations, for crops
of sugar beets or sugarcane by using the funds of the Commodity Credit
Corporation or under the authority of any law.
(2) OUTSTANDING LOANS- Notwithstanding paragraph (1), the Secretary
shall settle any outstanding loans under section 156 of the Agricultural
Market Transition Act (title I of Public Law 104-127; 7 U.S.C. 7272) made
before the effective date specified in subsection (e).
(d) EFFECT ON EXISTING LIABILITY- The amendments made by this section
shall not affect the liability of any person under any provision of law
as in effect before the effective date specified in subsection (e).
(e) EFFECTIVE DATE; APPLICATION OF SECTION- This section and the amendments
made by this section shall take effect on October 1, 1999, and shall apply
with respect to the 2000 and subsequent crops of sugar beets and sugarcane.
