Collins Heads Payment Limit Panel

Agriculture Secretary Ann M. Veneman named USDA Chief Economist Keith Collins to chair the Commission on the Application of Payment Limits for Agriculture. The 2002 farm law created the commission to conduct a study on the potential impacts of further payment limitations on agricultural producers and others.

The commission consists of 10 members, three appointed by the Senate Committee on Agriculture, Nutrition, and Forestry; three appointed by the House Committee on Agriculture; three appointed by the Secretary of Agriculture and the USDA chief economist.

Veneman, as Secretary, is directed to name one of the members to chair and commissioin. "Keith Collins brings a wealth of experience to this commission," said Veneman. "His leadership, along with his extensive knowledge of farm policy, will serve this commission well."

Commission members appointed by the Senate include Neil Harl, Ames, IA; Ellen Linderman, Carrington, ND; and Terry Ferguson, Clinton, IL. Appointed by the House are Gary Black, Commerce, GA; Gary Dyer, Phoenix AZ; and Richard Newman, Anson, TX.

Members appointed by the Secretary include Alice Devine, Topeka, KS; Edward Smith, Bryan, TX; and William Spight, Ripley, MS.

The commission will announce the initial meeting, to be held in Washington, DC, within the next 30 days. USDA will provide administrative and other services needed to support the activities of the Commission.
