Agriculture Loses a Distinguished Public Servant
August 8, 2001
The many friends of Carl Rose, former Chief Counsel of both Senate and House Agriculture Committees, were sorry to learn of his death on August 6. Carl was a Phi Beta Kappa graduate of Duke University and a graduate of Duke University School of Law. He also served in the U.S. Air Force. Carl joined the Office of General Counsel of the U.S. Department of Agriculture in 1956. He left that position in 1974 to join the staff of the Senate Agriculture Committee, where he served until 1987. He later served as Chief Counsel of the House Agriculture Committee from 1993 to 1995.
Carl's career was noteworthy for his unfailing courtesy and professionalism. He was especially skillful in expressing complex legal concepts into clear, concise language. He played a key role in shaping most of the agricultural statutes for two decades.
Carl served as friend and mentor of many who currently serve in positions of responsibility in the agricultural community. He will be sorely missed.
Carl is survived by his wife, Ruth Rose, daughters Anne (Caroline) Cook-Rose and Lynne (Kevin) Ryan, sister Katherine Ragan, and grandchildren Nicholas and Christina Ryan.
Friends may call at the Murphy Funeral Home of Arlington, 4510 Wilson Boulevard on Thursday, August 9 from 2:00pm until the memorial service at 5:00pm. Memorial donations may be made to the Autism Society of America Foundation, 7910 Woodmont Ave., Suite 300, Bethesda, MD20814.
