USDA will again change Dairy Export Incentive Program rules to allow exporters more flexibility in meeting their obligations. The changes could mean a lower bonus in some cases, though.
USDA will now let exporters change the country of destination for subsidized dairy exports within a regional allocation, even if the country has an individual quantity limitation, said Chris Goldthwait, general sales manager for USDA’s Foreign Agricultural Service.
Under another policy change announced earlier in the year, exporters
can switch buyers without a bonus review, but only if other significant
terms of the agreement are unchanged.
