New Ag Coalition Wants China in WTO

January 10, 2000

The Agriculture Coalition for U.S.-China Trade wants Congress to approve normal trade relations for China early this year. Congress must approve permanent NTR for U.S. interests to take advantage of concessions in the U.S.-China agreement.

A letter signed by 74 coalition members was sent to every member of Congress and noted that the tariff China agreed to for many products are much lower than the corresponding tariffs in countries like Japan and Korea. The letter said that China would be required to reform its monopoly state purchasing agencies and stop subsidizing exports.

"The United States will also have recourse to World Trade Organization dispute settlement mechanisms should China not live up to any of its obligations, an avenue of recourse we currently do not have," the letter argued. "While the U.S. gains access to its growing market, China does not gain any greater access to the U.S. market under the negotiated agreement." China still can join the WTO without U.S. consent but for farmers and businesses to take advantage of the concessions, Congress must vote for permanent NTR, the coalition said.
