Harkin Calls for More CRP Activity

Sen. Tom Harkin (D-IA) wants USDA to issue new rules that will improve the continuous signup in the Conservation Reserve Program. He "especially" supports the creation of a continuous signup option for buffer practices.
USDA is considering several incentives and program improvements for the CRP continuous signup, including up-front signing payments, increased payments for cover establishment and additional flexibility for farmers and land owners to set up buffers so they are easier to farm around, says Harkin.
It is important that USDA act quickly to make the improvements. "Farmers have already begun the process of planning for next year's planting season," says Harkin, "including placing orders for seed and fertilizer. If enhanced incentives and other improvements are to be effective in attracting land into the CRP continuous signup in the spring of 2000, they must be made available without further delay."
